Your Councillors

Fulbrook Parish Council consists of a total of 4 Councillors. Parish councillors have to live, work, occupy or own land within a 3-mile radius of their town or village and are elected every four years. They receive no pay for their service. The Clerk and Responsible Financial Officer, who deals with all the administrative and financial matters and acts as an adviser to the councillors, does receive a salary.

The Clerk is not allowed to vote at meetings, but they are empowered to make certain decisions on the councillors behalf and they also provide a vital link between the Parish council and other agencies or public bodies.

Mr Malcolm Taylor - Chairman

Malcom TaylorWith a background in Finance (ACCA qualified), Malcolm has worked in various positions in the UK, France, Taiwan and Japan. His two grown up children, Samuel and Eleanor were born in France.

In July 2015, Malcolm returned to the UK accompanied by his wife Li-Min, who he met in Taiwan through her teaching him to play the piano. They moved to Fulbrook in March 2016 and in 2017 they embarked on a new, albeit short-lived, career running a B & B.

Malcolm has also worked on a pro bono basis for charities in Cambodia and Thailand, arranged by AfID (Accounting for International Development). He is the Treasurer Trustee of CFO (Community First Oxfordshire).

In 2019 Malcolm returned to full time employment as the Financial Controller and Finance Business Partner for Earthwatch Europe, an environmental charity with science at its heart, based in Oxford, finally retiring (for the second time) in March 2022.

Malcom is 66 years of age, and as well as enjoying the Cotswolds countryside with Li-Min and their dog (Yen Yen), likes to play golf (quite badly) and meet people, especially from different cultures.

Malcolm was chair of the Amenities Group for several years and became a Parish Councillor in 2018.

Dr Peter Burns - Councillor

Dr Peter Burns

Peter moved from Oxford to Fulbrook in December 2015 and became a parish councillor shortly afterwards. 

Peter’s career followed twin tracks of academic and consultant to major international institutions within the UN with a focus on tourism policy and planning for developing countries. He has lived in the Middle East and the South Pacific. He was founding director of the Centre for Tourism Policy Studies at the University of Brighton. He is married to Lyn, who is also very active in the village as church warden. Between them they have six children and eight grandchildren.

Dr Filipa Hinton - Councillor

Filipa has lived in Fulbrook with her husband since 2020. She has since welcomed her twin sons into the world in 2021.

She was very pleased by how welcoming the parish council was when she moved to Fulbrook and wanted to somehow give back to the community, hence becoming a parish councillor shortly after the birth of her sons. Originally from Portugal, she moved to the UK in 2004 to undertake her undergraduate and postgraduate studies. After graduating from her PhD, she was offered an exciting opportunity to manage a research team in academia in the field of Clinical Informatics. 

Among many charitable interests, she and her husband are active supporters of DEBRA, a national charity and patient support group for people living with the rare, extremely painful, genetic skin blistering condition, Epidermolysis Bullosa (EB), also known as ‘Butterfly Skin’.

Mrs Sarah Ebeling (Clerk)

Sarah moved to Fulbrook in 2014 and lives with her husband Ben and their four sons.

While the boys were growing up Sarah joined the Open University and got a degree in Business and Accounting. She now works as an Accounts Assistant and is carrying on her studies in finance and working towards an ACCA qualification.

Sarah joined Fulbrook Parish Council in 2020 as Parish Clerk.
